Promoting economic growth and competition through the planning system

The planning system provides a framework to ensure that new development meets business, community and environmental needs, and makes the most efficient use of the State’s investment in infrastructure. However, recent reviews, including by the ACCC and Productivity Commission, have commented on the potential impact of the planning system on competition, resulting in costs to consumers and reduced investment.

The NSW Government has asked the Department of Planning and the Better Regulation Office to jointly review the impacts of the planning system on competition to ensure it achieves the right balance between achieving sustainable social and environmental outcomes and promoting a competitive business environment.

A discussion paper was released for public comment. Submissions closed 12 June 2009.
